1940年春，駐守於武漢的日本皇軍第11軍為消滅於鄂西北，漢水以西的中國軍第五戰區主力，佔領棗陽，襄陽，樊城，宜城，宜昌等地區而發起宜棗會戰。
日軍第11軍新到任的司令官園部和一郎將此次會戰分為兩個階段進行。第一階段是徹底消滅中國軍隊第五戰區主力。第二階段為西渡漢水攻佔宜昌。
根據要求他作了以下部署：
日軍第3師團以及配屬的第40師團一部由信陽，明港出發。攻佔唐河，新野等地。截斷第五戰區向北的退路。第39師團以及第6師團一部由隨州，安陸出發攻取棗陽。第13師團以及配屬第6師團由京山，鍾祥出發北進，於39師團會攻棗陽。
